Description: Major Duties

1) Provides technical guidance and expertise to Trial Attorneys and Analysts regarding the appropriate application of the GIS system and attendant statistical and quantitative analysis. Fosters the maximum utilization of available computer and statistical resources-provides technical support and assistance as requested or a necessary. Is able to manipulate census data so as to aggregate and de-aggregate data.

2) Critically analyses, and/or functionally leads the analysis of voter registration and minority language surname lists; data respecting minority language and other populations; state and local redistricting plans using Census, GIS system, and other data resources. May map population, registration and other data to identify and illustrate key populations, develop alternative districting plans to assist in the evaluation process and/or to initiate other solutions. Coordinates with/leads the work of applicable Trial Attorneys, Civil Rights Analysts or other staff members.

3) Provides definitive analyses of population characteristics of jurisdictions due to questions arising during litigation or administrative review of voting changes using GIS, census, and voter data supplied by state bodies (e.g., voter registration, voter turnout, and other precinct-level election data). Analyses focus on redistricting plans of state and local jurisdictions and also includes such matters as the compactness of populations and voting districts.

4) Closely coordinates with concerned Trial Attorneys and Civil Rights Analysts in order to achieve and maintain mutually productive working relationships. Closely coordinates with the Administrative Management Section especially in the Information Management component in use of the GIS system.

5) Develops necessary narrative reports, statistical/tabular reports, and graphic presentations. Makes special oral presentations as may be appropriate.

6) Definitely (defines an agency position) reviews, evaluates, and comments upon the testimony of expert witnesses in particular cases. Provides, or arranges for the provision of, expert testimony in support of the Federal government’s position. Provides necessary assistance and support.

1) Knowledge Required By The Position

- Knowledge of Census and demographic research, mapping skills, familiarity with voter registration data, and some knowledge of mechanics of voting procedures.

- Knowledge of minority surname lists and other indicia of the presence of particular ethnic communities.

- Knowledge of the latest theories, concepts, and analytical methodologies for the collection, classification, and evaluation of quantitative data as a basis for inference.

- Knowledge of principles and techniques for drawing or redrawing voting districts and for analyzing redistricting plans drawn by state and local jurisdictions.

- Knowledge of contemporary computer software resources that are available for statistical analysis.

- Expert knowledge of the GIS system and its application for pertinent study and analysis within the Voting Section. Knowledge to impart pertinent information to Trial Attorneys and Civil Rights Analysts for their own work.

- Experience with current techniques of relevant quantitative analysis and the means of presenting such analyses in a meaningful narrative, tabular, and/or graphic manner.

- Detailed knowledge of information resources available from the Census Bureau and the integration of such information with other resources (i.e., the GIS system).

- Knowledge of the techniques for establishing mutually productive working relationships with peers in the field and individuals in other components outside the organization.

- Knowledge of the mission, goals, and operational objectives of the Voting Section and, to a lesser extent, the Civil Rights Division, U.S. Department of Justice.
Complexity

The nature of the assignments includes working closely with Trial Attorneys and Civil Rights Analysts, definitely analyzing surname data, redistricting plans, studying and reviewing population characteristics and performing demographic analysis in support of important litigation, monitoring of voting rights compliance, and reviewing expert witness testimony and/or reports. The employee must conceptualize, plan and implement means of achieving defined objective with little, if any higher level technical guidance available. Work is, indeed critical to the work of the Voting Section. Voting rights is of special concern in our society and is potentially highly controversial and uncommonly media sensitive.

Scope and Effect

The purpose of the work is to provide in-depth technical expertise to the activities of the Voting Section. The work has profound impact on the successful accomplishment of the mission of the Section - it is imperative to the appropriate analysis of state and local redistricting plans, in support of complex and important litigation, in assessing myriad demographic information, and in assessing compliance with the Voting Rights Act and other applicable Federal statutes. Providing, in a meaningful, appropriate manner, technical support to Trial Attorneys is imperative to the operation of the Voting Section. Voting Rights is one the most important, and media sensitive, subjects in our contemporary American society.

Personal Contacts

Contacts are predominantly with Trial Attorneys, and others, within the Voting Section. Some contact with professionals in the field of statistics, demography, political science, as well as specialists in the GIS field and representatives of the Census Bureau. In certain circumstances may contact officials in various state and other government components. Some contact with outside consultants and hardware and software suppliers.

Purpose of Contacts

The purpose of contacts is to plan and coordinate work activities and to fully ensure work is responsive to actual organizational requirements. Contacts require the exchange of ideas, information, and data and require the ability to effectively coordinate work and to gain acceptance for ideas and recommendations. Recommendations have considerable impact on the actual operation of the Voting Section. Must closely interface with Trial Attorneys in the organization, achieve and maintain effective working relationships, and be responsive to emerging work requirements.
