Question regarding admission process for the BE (Comps / IT) program

Hello,

A cousin of mine is currently in the 12th and looking to join an Engineering college in Mumbai. I recommended DBIT, but the problem is that he doesnt have a Maharashtra domicile certificate since he has only been resident in India for 2 years.

Things have changed a lot since I passed out of college, and I am not really sure if there is any category under which he could apply for a seat in the college.

If there are any professors who happen to be reading this group, or anyone else who would know about the process, I would be much obliged if you could provide me any information regarding the process.
