Yes, it is on snopes as a past way to hijack cars (2009), but snopes is
quick to point out that the thieves had to create phony titles that looked
authentic and visit the dealerships more that once to get the key.
Bascially, they said it is NOT easy to do this. Snopes says it is not
likely that your car would be jacked today in this manner. But it did
happen several years ago. Typically with expensive cars being stolen and
sold overseas. PS, snopes also said to check your local jurisdiction
because some states make it illegal to cover the VIN #.
