Attached please find:

1.  Minutes of the June 22, 2009, Davis Square Task Force meeting, at which Andrew Upton, Chairman of the Licensing Commission, was special guest.  The minutes were prepared by Mike Sackton of Lowden Street.  Mike has joined the DSTF Organizing Committee replacing Lee Auspitz, who goes inactive under the press of other business, including an out-of-state fellowship.

2. Statement by Lee Auspitz in the form of a complaint to the Licensing Commission meeting of August 17 summarizing specific concerns/remedies voiced at the past several DSTF meetings with regard to weekend spillover effects of late closings.  A postscript has been added to take account of subsequent developments that could provide funding for a  police presence.

In addition to this, Mr. Upton endorsed a request at the August 17 meeting by Jim Campano that the four new full liquor licenses issued on August 17 not be eligible for use after 1 a.m.  These are a new kind of full (or “all forms”) liquor license which (like existing wine and beer licenses) are not owned by the restaurant and not transferable.  If they lapse they revert to the City for redistribution.
