Every single one of those upgrades has been stuck at 83% for ages. What's going on here? I don't think it's lack of resources - I've got merchantmen running around all over the place, and the planets are presumably still producing resources - plus I think (I could be wrong) all the resources are consumed at the start of the project.

My best guess is that "not all power output in use" counts as "not fully constructed" but...I don't know. Any ideas?

Wow. If it was just a few stuck at random spots, it could be that you are out of food/steel/power or some other resource needed to build. But that they are all stuck at 83% and it's so many smells distinctly bug-like. (There's one at 84%... wtf)

In the last galaxy, I had improvements get stuck like that and the only way to fix it was to scrap the improvement, wait a turn, and start building it again. Haven't seen it yet in this one, though I do have some resource constrained planets that are building only a few percentage points a turn.

Other details:

- This is the only upgrade I've had this issue with. I had it a couple of times in the previous galaxy, but I think it fixed itself after a few turns. I'm working on a much bigger scale this time around so it's manifesting more, but it's not going away this time.

- Two of the planets on that list (Jansamei and Horcrux) successfully completed construction of Regional Government upgrades while stuck at 83% on the power planet. This suggests it's not a resource issue. Also, those two are not among the ones with slightly higher completion percentages, which suggests my initial theory about the percentage being tied to actual power consumption is incorrect. So yeah, it does look like a bug.

- None of the planets in question are actually receiving any benefit from the power plant, so it's not a turn report bug.

did you build matter synth 1 on all those planets?

No, I did not. In some cases I've built Long Range Sensors before the power plant, and in others the power plant is the first thing they've built.

However, one of the planets currently stuck at 83% (Horcrux) has just completed Matter Synth 1, so we'll see if that changes anything.
