Upgrades Available Even WIth Society Level To low

So a planet I recently conquered I'm guessing was blown back into the stupid ages. It's now level 14, however, it still has upgrades that are active (and a couple that are damaged) that it shouldn't be able to get until society level 30+. Example: it has Matter Synth 1 & 2. Matter Synth 2 is damaged but it says Matter Synth 1 is running at 100%.

Is the planet supposed to keep such upgrades if they're not completely destroyed and it's pushed back to a low society level?

Seems like that's how it has always worked. There's technology laying around on this planet that our society level is too low to recreate, but we can use the stuff. Things like pyramids and Saturn Vs.
