There was an app from Apple named Videos until iOS 10.2 was released. Videos was replaced with TV app from Apple this past November.
The TV app does show home movies as well as Movies and TV shows purchased in iTunes on your Mac or TV app on iOS.
I suspect your phone or apps are not up to date or can't be updated. If everything is up to date, look for the TV app, run it, quit it, and then try syncing again.
