internationalization (i18n) in Dataverse: tech hours

Hi! I thought I'd dust off this old dataverse-internationalization-wg mailing list because next week the core dev team is planning on talking about internationalization (i18n) at our weekly tech hours meeting.

Maybe we'll consider some new ways! Who knows. 😄

We'll definitely be talking about i18n for the new React-based SPA as well.
