Internationalization (French/English) testing at Scholars Portal

Hello, 

In preparation for tomorrow's call I wanted to summarize some of the work that is being done by my colleague Jayanthy at Scholars Portal and others who have expressed a need for DV internationalization to work in other languages. Together with the translation work provided by the Universite de Montreal (french), we now have what we feel is about 80% of the database translated and reconfigured for a multilingual toggle. Jayanthy will be on the second half of the call tomorrow and she can discuss the pull request code that is here https://github.com/IQSS/dataverse/pull/2987, if needed.

I wasn't able to open up our test DV 4 instance for you all to look at, but I've attached some screenshots below of Jayanthy's code progress and the french language labels in the UI:
