Error building docs while using Python 3.10

Hi,

As an "heads-up", working on a documentation PR and while building the Sphynx docs I stumbled into an error:

"...from types import Union as types_Union
ImportError: cannot import name 'Union' from 'types' (/usr/lib64/python3.10/types.py)"

I found that the Sphynx version (3.5.4) depicted in the requirements.txt file is not compatible with Python 3.10 versions:

As I mentioned at https://github.com/IQSS/dataverse/issues/9074#issuecomment-1289175823 for now I'm just using Python 3.9 as a workaround. I appreciate the pull request!
