PostgreSQL 9.6 no longer supported

Dear developers,

Now that we've merged https://github.com/IQSS/dataverse/pull/8296 PostgreSQL 9.6 is no longer supported.

As https://guides.dataverse.org/en/5.10.1/developers/dev-environment.html indicates, we've been testing with up to PostgreSQL 13.

However, with that pull request in place, PostgreSQL 14 should work as well.
