I see, you're referring to "limited support" for CSV at http://guides.dataverse.org/en/4.6/user/tabulardataingest/supportedformats.html

There's an open issue called "Ingest: Provide more robust ingest for Excel and CSV" at https://github.com/IQSS/dataverse/issues/585

Have you tried a variety of CSV files? Maybe you could construct a simple test file. I hear it should work.
