Is there any way to allow only certain users to have access to datasets or files?
Specifically to download them; viewing datasets would be fine, but downloading files should be restricted to certain users.

Yes. Click on "Restrict" when adding the files. Then, once they're uploaded, for the dataset, click on Edit --> Permissions --> Files at the top right. You can assign permissions to access each individual file to any user or group of users.
