Draft Quickstart Guide: Publish a Dataset - feedback welcome

Hi everyone,

A first draft of a new section of quickstart guides in the documentation has been made by the documentation working group. It's a bare-bones 'how to publish a dataset' guide for first time users.

You can check it out at: https://dataverse-guide--11653.org.readthedocs.build/en/11653/quickstart/publish.html

The PR is at:  https://github.com/IQSS/dataverse/pull/11653 and is open for feedback and comments. The more the merrier :).

A next step is to add links to other existing documentation pages from this quickstart guide, which we'll add soon.

Hi, sorry, we decided "publish.html" was too generic and just changed it to "publish-a-dataset.html" so the place to preview it is now https://dataverse-guide--11653.org.readthedocs.build/en/11653/quickstart/publish-a-dataset.html

Dieuwertje and I (and the Documentation working group, generally) decided to expand the scope of our proposed Quickstart Guide to include:

- What is Dataverse?

- Publishing a dataset

- Publishing a collection
