Dataverse 5.11 released: Terms for Restricted Files, Muting Notifications, etc.

Hello Dataverse enthusiasts!

Dataverse 5.11 is here, just in time for the community meeting. :)

The highlights for this release are a new rule for restricted files (they must have either Terms of Access or Request Access enabled) and a new feature for muting notifications.
