We use a tool called Flyway to handle database migrations in Dataverse and Flyway supports a specific range of PostgreSQL versions that we need to stay within (or switch to another tool, I guess).
In order to get Dataverse to work with PostgreSQL 14, we need to upgrade Flyway to a version that no longer supports PostgreSQL 9.6. This is probably for the best since 9.6 is pretty old at this point. We haven't upgraded Flyway yet (
https://github.com/IQSS/dataverse/pull/8296 hasn't been merged yet) so nothing has happened yet. However, in anticipation of upgrading Flyway some day, we're planning on including some messaging in the Dataverse 5.10 release notes that installations should upgrade from 9.6. You can actually review what this messaging will look like here if you'd like:

We expect Dataverse 5.11 to include the updated version of Flyway, therefore requiring PostgreSQL 10 or higher, with 13 being the version that we currently test with and recommend. 14 is out but isn't available everywhere (AWS RDS, for example). On my dev laptop, I just switched from 9.6 to 13.
