restrict access feature

Hello everyone!

I wonder if there is a feature in Dataverse to set indefinite embargo on a certain file. The embargo settings involve with a specific date. I wonder if Restrict Files feature could function as an indefinite embargo setting. 

Does it only apply to published files? Or can restrict access be set up for unpublished files?

To me, an indefinite embargo sounds like the same as a restricted file, yes. What's the use case for this?
