Binder redirect broken, fixed

Hello Dataverse and Binder enthusiasts!

For the last few days the redirect service we use for Binder has been down.

I created a simple static web page with some Javascript as an alternative and we just set up Harvard Dataverse to use it.

If your installation of Dataverse is set up for Binder, I invite you to do the same. A new external tool manifest and instructions are available at https://github.com/IQSS/dataverse-binder-redirect
