There is no problem with this being a dependency. However, it is not installed by default on Kubuntu.
When installing Kubuntu via the command line, you get an error stating that update-desktop-database could not be found and Datasoul does not install.
However, if installing by double-clicking the .deb, KDE's graphical package installer will partially install Datasoul. From what I could tell, Datasoul was usable, but this breaks the package management system so that no packages can be installed, no new packages can be installed and no packages can be uninstalled.
Datasoul should have desktop-file-utils marked as a dependency.
