st4000lm024 - looping reset after handshake

but after entering handshake it resets and goes back to handshake

Looks like the drive keeps powering down briefly so you see the handshake again.

that may be it....

my pc3k card  seems to have a power issue

Instead of power going directly through the card and eventually wearing out.

They should have an external relay that switches power from an external power supply.

That would also protect the card from bad boards.
