Open Data Contest?!?

I saw an Ottawa Citizen article talking about a contest for creating
apps:

Does anyone know if this ocntest actually exists, and if so, where I
can find the official contest details?

From what I have heard, it is supposed to be announced in september. I
guess we still have 2 more weeks before it's late. I'd keep checking
the two main ottawa sites for updates.
