It was a long long struggle but finally I got it .
I don't have a better resolution image at the moment , hope to get something better
DU University doesn't want to answer the RTI

Nice find Srinivas. If anyone is curious about the coordinates of the Mohallas, it looks like its encoded in polyone format https://developers.google.com/maps/documentation/utilities/polylineutility .

I did not find the names of the Individual mohallas in the given dataset.
I could only find Assembly Constituency Names, and each of them has several mohallas.
I'll add the AC names, and update the gist.

Maybe we can add the mohalla names. There are 2972 mohallas it seems.
Then share it back with delhi govt. There website is not functional enough anyway. There are delhi folks who were working on implementing some work in mohallas right?

Hi friends, my friend in Pune just got these new scans in reply to his RTI application. Looking better than what I shared earlier.
Total 108 locations listed. It would be really worth to try and OCR these, and have them mapped. Anyone in Delhi interested in taking it up?

I'm not getting how to submit a pull request here.. I made a few corrections that were most immediately visible. But more will be needed. See here:
I tried google-mapping some of the addresses, but not getting exact places. I guess the mapping will have to be done by people located in Delhi and/or familiar with the areas.
