Need help identifying a recent pollution source

Intermittent release of mining slurry is thought to be the cause of river pollution. Goa's Water Resources Department says they cannot identify the source. 

Can anyone help with this? The location is near

Should be easy to establish since it looks like a flowing river. Inexpensive, though fairly accurate, TDS and pH meters are available. Use them to test water from several points upstream and downstream. If you get a significant variation, then it would call for a more detailed investigation.
