MPLADS old reports + Geodata

Hi All,

I'm a graduate student doing some exploratory work on the MPLAD programme [specifically its expansion in 2012] and have a few questions for the folks on the forum who are likely far more knowledgeable on these matters than I am. 

1. The annual reports from the MPLADS website [https://www.mplads.gov.in/mplads/En/2016-annual-report-english.aspx] only has reports going back to 2011-12. I've checked the archive.org version of the site and can't find any reports from prior years. Does anyone have any idea how I could get my hands on them?

2. Does anyone have any experience with the NCOG geodata hosted here https://gis.ncog.gov.in/MPLAD/admin/gisModule?uname=admin ? The annual reports simply record what share of the 5 crore budget the MP requested in any given year, but has little info on the distribution of funds over sectors / geography. I'm hoping this directory might be able to fill in that gap.  Ideally, I'd like to scrape the locations of projects by sector for each MP. Any ideas / advice on how to scrape this data would be greatly appreciated.
