The only authoritative data I have seen, is available here:

https://www.arcgis.com/home/item.html?id=8d2012a2016e484dafaac0451f9aea24

This is available in a .lpk format, which is basically a zipped File Geodatabase, with some symbology.

You can open this file with an application like 7Zip, or WinRar, and then extract the .gdb folder. This .gdb folder, can be opened by either ArcGIS, or even by QGIS.
