Hi everyone,

I stumbled across this while searching for a tender template that would build in WCAG 2.1 website accessibility in procurement specifications.

What does this mean for data.gov.in? What will private players be doing here and what are the implications? Think Datameet and Open Budgets India should intervene asap to ensure that the data formats are open source and accessible by all on NDAP.

The platform will be the single source of sectoral data for citizens, policymakers and researchers.

NEW DELHI: The government is planning to build an advanced technology platform to host and interpret huge amount of data that will integrate and help better understand of citizens’ data, spend patterns of the government, consumption trends and the success of various government policies.
All data would be aggregate data on government functioning, with no individual or personal identifiable data collected on the portal. The aim is to increase transparency in government functioning by giving citizens access to this data.

The technology tool, which will pool data from central ministries and state governments, is aimed to aid more informed policy making. NITI Aayog is working on a plan to develop the National Data & Analytics Platform in collaboration with private players, a top government official told ET. The Aayog is currently scouting for partners to develop and operate this platform which will use artificial intelligence (AI) for in-depth analysis.

The platform will be the single source of sectoral data for citizens, policymakers and researchers. The ministry of electronics and IT already has the Open Government Data Platform called data.gov. in, which hosts hundreds of data sets, but the platform doesn’t have any analysis capabilities.

NITI Aayog has decided to develop NDAP through public-privatepartnership on design, build, operate and transfer basis, said the official. “The Aayog will shortly come out with a request for proposal based on which a consultant would be chosen through competitive bidding to develop the platform where AI would be extensively used for data analysis,” the official said.

Most large IT companies, such as IBM, who have analytics and AI offerings, along with Indian firms such as Wipro, TCS and HP are expected to show interest.

“This will significantly improve government decision making and quality of service delivery,” said Neel Ratan, executive director of PwC. “This will propel the use of AI and ML (machine learning) in the government, and also, then, each ministry will not have to do their own investment in building analysis tools. Everyone will not have to make efforts to build the capacity of their own,” he added.

Cost of developing NDAP could between Rs 50 crore to Rs 100 crore and would be funded by the Aayog. To begin with, data from ministries will be sourced followed by data from state and districts. Both public and private entities would be able to access the data from NDAP. “The platform is expected to meet the international security standards for safeguarding the privacy of individuals and entities,” the official added.

Appreciate the Alert.  I am planning to attend the pre-proposal conference to raise queries and also dig deeper. 
The proposal due date is November 12th 2018.

The concerning details are

Regularly visit the websites of the Ministry(ies) and States to identify new data uploads. Fetch any new data that has been uploaded on the websites.  


Anyone in Delhi who is willing to join me for the meeting and possibly working on the project to develop Open Data Standards for India’s.

The RFP says you can attend the meeting for clarifications and there is no need to register for it. I will drop an email to see if we need a special invite.

When there already is a data.gov.in initiative, why has NITI Aayog decided to embark on the NDAP project? How exactly will NDAP be different?

Data.gov.in is a very good initiative but when it comes to datasets, there are a lot of ministries that put the data there (data.gov.in) and it is done by choice. But they also put a lot more information on their (minstry’s) own websites. Some of them have put the data there (data.gov.in) but there is no compulsion to put data there. Some of the datasets have been put there for two or three years and discontinued now. We are picking data directly from the ministry’s website — that will be our primary source — and convert them and standardise the format. Also, there are a lot of data on state government websites that are not captured at all, and we will be having data from there also.

I had attended the pre-bid meeting and this has been something that NITI Aayog has been trying to do for a long time and the RFP has gone through multiple extensions and cancellations.

The problem is no one is looking at it as a data gathering exercise with policies and procedures. What Niti Aayog wants to do is a little tricky from a data collection perspective.

I have been trying to get to the right people for expanding the Data Policy to give guidelines to ministries and help put them data oon data.gov.in and NITI Aayog can then use the data to conduct different analyses and even bring in AI and ML.

If the policy and guidelines can be established it will be a lot easier for data.gov.in or NITI Aayog to build analysis and develop use cases.

Do we know who this was awarded to? As this is a managed service they are trying to build.
