However as a developer, we would need access to a system(s) that would
allow us to access these services and test against them.
I belived Steve Culver stated that the group would be making such a

Yes there is a web server running that pushes back the xml. The xml
is being dynamically created. For instance you could update our
tunnelcommunications web service using an HTTP Put request, and then
see your updated results using a Get request.

I have spare hardware which I can dedicate to the creation of a test
site for all these services if the group would like.
All that would be required on group's end, is to supply the services
