I opened a new file and wanted to import a layer from an existing file and insert it into the new dwg file. I used the file export and then the merge and the layer came in without an issue.

Now, I created all of my layers in the new dwg. And when I went to layer copy and copied the floor plan from the first layer to the other layers for editing to create the remodeled flr. Plan and other drawings, the copied layers all remained locked into the original layer and any changes I made on the copied layers also changed the other layers. What am I doing wrong?

Hmm.

I think I would have started a different way:

From the first drawing, I simply would have gone:
+  Layer, Active-Only then chosen the floor plan layer.
+ With the desired stuff on screen: Ctrl-E (select), Area, to highlight all. Then Copy.
+ In the second drawing: Ctrl-V paste that stuff into a waiting layer.
+ Then gone from there.

Your method is what I use. The copy and paste feature in Dcad is amazing
