My paper recently got published in Lex localis - Journal of Local Self-Government (ISSN:1581-5374, E-ISSN:1855-363X ) and I paid Rs 26000 for publication. Till October in scopus source it was showing under scopus purview, now it is showing discontinued. My paper got published in November, whether it would be continued under scopus or not.

No, only 1% chance to get indexed but for more information, please generate a ticket for Scopus; they will provide an exact solution.

Such cases are usually taken in positive consideration by particular University, as just in next month or day of that last date it got published. The key concern is on the Paid things, as Indian Institutions mostly consider Unpaid Journals or Open Access Journals. Certain Institutions in specific I can't comment much.

IT IS ADVISED OTHERWISE TO NOT TO GO WITH A PAID JOURNAL (WHETHER SCOPUS OR NOT). Open Access Journals are a different thing to refer, as they are self financed taking care of all the administrative costs and listing charges out of pocket, instead of journals or articles with a high Access fees.

You may consult with respective institution referred, but the journal seems fine.
