It is a paid journal and may be de-indexed from Scopus.

You can consider these 2 points
1- If you have funding, you can publish in this Scopus-indexed, Q4 journal. If you dont have funding, you must decide whether the cost is worth it.
2- The journal is currently indexed in Scopus q4, this means it is in the lowest quartile of its field in terms of citation impact with Uncertain Future.
