Guidance on Scale Development

I hope you are doing well.

I am working on a research study where I have identified suitable scales for all the variables except one. Although a few scales are available in the literature, they do not fully capture the context and meaning of this construct in my study. Therefore, I am considering developing a new scale.

Could you please suggest the best way to proceed? Should I develop a new scale and validate it using EFA, or would you recommend any other approach? If you could also recommend or share any related papers, I would be truly grateful.
