Coding of 5 point scale ie Never, rarely, sometimes, very often and always into spss and analysis there off

Dear Sir

I am primarily studying extent of ICT tools usage, and if it varies across organisations in the study area (based on organisation profile variable).
 I am also studying its impact on an outcome ( business performance). My scale for ICT usage is 5 point scale namely,  Never, rarely Sometimes, very often and always, while that of performance and other variables is "S. Disagree to S. Agree scale. 

I have the following questions-
a) Since the scale measures extent of usage and Never (1) signifies no usage, should I code them as 0 in  spss or as 1? What should be interpreting criteria in that case? Can I apply EFA on this then. 
b) When studying the relationship between extent of usage and performance, do i need to convert the scores as they are measured on different scales or can i proceed simply by taking the mean of them each.  Both extent of usage and performance are multidimensional.

Here are my inputs:
1. Prefer coding by 1 instead of zero. 
Never (1), Rarely (2), Sometimes (3), Very often (4), and Always (5)
Take the mean of each statement, a higher mean indicates higher usage.
You can apply EFA to such data.
2. When we compute correlation or regression, almost all software (without asking us) converts our data into z-scores which are between -3 to 3. Hence it does not matter whether we used 5 point scale or 7 point scale.

Thankyou sir. I wanted to reconfirm one thing.
Can EFA  be applied on data coded as 0, 1,2,3,4 ,  or doing so would be an assumption breach in totality.
