Please share Any authentication or documentary proof for 14 words match criteria and less than 1% check for Research Paper and thesis.

Respected Sir and other Researchers,

"Greetings of the day"

I have a question, when we check thesis, we are using filtering criteria of similarity in turnitin platform as exclusion of 14 words match and less than 1%.

But in research paper is the similarity exclusion criteria of 14 words match and less than 1%  applicable or not.

Plz mentioned any authentication...of any documents of UGC or any authority for similarity check exclusion criteria.

When I suggest to any scholar, then other faculty are raising different criteria i.e. exclusion criteria of 3-5 words match.

Please clarify which is applicable,  where and when it will be used.
