Can someone please help how to respond to this question.

An observation is made by the committee that, In  the factor analysis (PCA) result (84 Variables converted to 11factors) the Scree plot is showing High value for Factor no 01(approximately 39%), however after rotation the Total Variance Explained for Factor 01 is 14%? How can I interpret the result of scree plot and defend the question raised by the committee on my outcome?

Scree plot should be used only with the unrotated factor loading matric.

After rotation, it does not update and hence has no meaning.

However, if you wish you may draw a new chart for the Rotataed Eigenvalues. I've done the same in Excel.
