Guidance in Scale development process.

Respected Members,

I am currently working on a scale development study and am at the initial stage of construct conceptualization. After an extensive literature review, I found that there is no clear consensus on the definition or dimensionality of the construct. To address this, I have compiled and synthesized multiple theoretical perspectives and am planning to conduct qualitative interviews with both academics and industry professionals to further refine the construct.
Since this is my first attempt at scale development, I wanted to seek guidance on best practices at the conceptualization stage, particularly regarding:
1. What key documents/enclosures should be systematically maintained?
2. What level of detail is typically expected to be reported in the main paper vs. supplementary material?
3. Any common pitfalls to avoid when dealing with constructs that lack definitional consensus.
I would really appreciate any suggestions, references, or examples from your experience with scale development.

Sir, I have already attended many workshops on scale development, but their focus remains mainly on content validity, item purification, and validation. The conceptualization part is barely discussed. And I believe novice scholars like me usually get stuck in the initial stage; that is why I have posted my query here.
