Inferring data type incorrectly

I have a CSV with per student spending by state. My problem is that no matter how I format my data, the spend numbers are always labaled as text rather than numbers. Any help would be appreciated!

If you open the original file in a text editor, you'll notice numbers like 1061.61 are formatted like "1,061.61", that's why it's recognized as text.

I made some tweaks to the file (attached) and tested it on Data Illustrator. It should be working now.
