Yes you can create a graph with 2 y-axes. To achieve this, Data Illustrator requires you to create two lines, partition the two lines by data case, and bind the y-position of each of your lines to two different data attributes. The crucial part is to not re-use the same y-scale for the y-position data binding - you'll need to manually align / click+drag the y-axis to have the same output range (the same height).
I created a dual y-axis example for a stock dataset with the left axis showing "stock price" and the right axis representing "stock % daily change."

As I mentioned above, the key part is to create two different axes. When creating the second anchor point y-position binding make sure to use "Create a new scale":

Then you'll need to adjust the axes to have the same output range by click+dragging. (Hint click+drag on the background of an axis moves it perpendicular, click+drag on the green handle adjusts the output range):
