Open Data Index entry for Uganda

Hi,

I got an email from the Open Knowledge Foundation with the question wether I
wanted to help score Uganda on the Open Data Index

There are a few datasets that are scored that I am not quite sure of, and
maybe others on the list are. This is how far I got now:

Transport Timetables - I posted that there is no public transport that uses
timetables (except Postal but that is so little, it doesnt really count)
Government Budget - I know we publish the budget on data.ug, but we are not
really sure what the source is. Is the full budget available online? Is it in
PDF format, or in XLS? )

Government Spending - As far as I know, the ministry has the data, but it is
not publicly available, is that correct?
Election Results - This data obviously is available, it is digitally, but I do
not know of a public source for the data. Does anyone know?

Company Register I just learned that you an search the full registry here
https://212.88.116.202/ursb/ The registry was scraped by a global project
called Open Corporates. Here is our company

National Map - I know there are maps, I know they are not digitized properly.
Are they still for sale? Is Lands & Surveys really the only place where you
can buy them?

National Statistics - Should we answer this with a Yes, its available but in
pdf format only?


Legislation - Is there a goverment website where laws are published? I
remember there was an initiative that was selling them.

Postcodes / Zipcodes - I already filled in we dont have these (except in
Entebbe, but that is minor)

Emissions of pollutants - Suprise me. Does this data exist anywhere?

I know that buses travelling long distances do have time tables though most have no updated web info. but here is an almost updated source see http://www.traveluganda.co.ug/businfo.asp

Uganda budget data is published at budget.go.ug by the Ministry of Finance Planning and Economic Development. I think i can score that.

Someone just sent me the link to the submissions. The idea is that we have at
least 1 submission per item by the end of the week.

Hi All, 

First, I want to thank you Reiner and everyone for contributing to the 2014 Global Open Data Census, it is so important to us that Uganda is represented! As Reiner mentioned above we are closing the submissions shortly. This was originally going to be first thing Monday morning but we have since extended the deadline to next Wednesday, November 5th, 2014. 

At present, we still need submissions for 8 categories (government spending, budget, emissions, election, company register, national map, national statistics, legislation, post codes). 

Please feel free to email me or ping me on Skype if you have any questions!
