Whither Kernel Debug Kit High Sierra 17B1003?

Version 10.13.1 (17B1003)

I'm not able to find one. Google yields no insight.

Even if I install the current High Sierra release, it would be helpful
to have the KDK when regressing bugs on earlier builds.

My clients wants to support my driver all the way back to 10.12 (point zero).
