Regarding the idea - exception testing for package:webcrypto

Dear Jonas and Hamdaan,

I am interested in contributing to the exception testing improvements in package:webcrypto. With experience in Dart and previous contributions to Flutter, I am confident I can add value to this project.

I am considering whether to extend the existing TestRunner or create a new testing framework and will outline the pros and cons in my proposal. I will share the proposal soon and would be grateful for any feedback.
