Using Cocotron instead of GNUstep

Have you considered using Cocotron instead of GNUstep, since Cocotron aims to emulate more modern OS X technologies, compared to GNUstep, which was designed for Nextstep?

Sorry for a very late answer. Yes, this was considered. Neither Cocotron or GNUstep GUI frameworks are really fit for the purpose.
The current idea is to reimplement the whole graphical stack from bottom to top, starting with CALayers.
