TamilNadu Model: Prof Shrawan, Published in Tamil Nadu Magazine “OBC VOICE” ------

MAHARASHTRA: ONLY HOPE FOR DALITS, OBCS AND MUSLIMS IS THE TAMIL NADU MODEL

Prof. Shrawan Deore,

Dalits, OBCs, and Muslims seek security and self-respect, which they will never receive from the Maratha-Brahmin political parties. The very existence of these power-hungry castes relies on keeping these communities under their thumb and ensuring they always feel insecure, writes
 Prof. Shrawan Deore.

The OBCs in Maharashtra have never resorted to violence or unconstitutional tactics in their ongoing struggle against the Marathas. Even when violence was unleashed against them due to the ‘Jarange factor’1 they responded with democratic protests through meetings and conferences. During elections, they wielded their votes as the most potent weapon in a democracy to deliver a fitting reply. This is the first assembly election in Maharashtra where the number of Maratha MLAs has fallen, while the number of OBC legislators has risen. In earlier assemblies, the number of Maratha MLAs exceeded 150. However, the assembly that emerged following the 2024 elections has only 130 Maratha MLAs. Among them, 19 are Kunbis from the Vidarbha and Konkan regions, who strictly refrain from identifying as Marathas. Nevertheless, some Maratha leaders insist that the Kunbis are Marathas to bolster their case for reservations. The number of OBC MLAs in the assembly had never exceeded 25, but in the current assembly, they number more than 60. If Kunbis are counted among the OBCs, the total number of OBC MLAs exceeds 79, while the Maratha count stands at 111. Following the recent expansion of the Devendra Fadnavis-led council of ministers, the number of OBC ministers has also increased. Historically, the council of ministers in Maharashtra had fewer than five OBC ministers; now, their number exceeds 13. The reason for this shift is evident. In these assembly polls, the OBCs have dealt a significant blow to the Maratha clans that have long dominated politics. Congress leader Balasaheb Thorat, who aspired for the chief minister's position, and Jayant Patil of the Nationalist Congress Party (Sharad Pawar), both belong to Maratha clans with a longstanding political presence. Both used to win by margins exceeding 1.5 lakh votes. However, this time, OBC voters ensured Thorat's defeat and reduced Patil's victory margin to just 10,000 votes.

The Increase in the number of OBC ministers, the decline in the number of Marathas MLAs and the reduction in their victory margins who but the OBC voters could have worked this wonder? However, the miracles performed by OBCs are not analyzed or credited. Just as Marathas count the Kunbis2 among them, they also treat OBCs as their bull in the byre (Bulls’-shed). And it is useless to blame the Marathas and the Brahmins for this situation. The reason for this is that the OBCs have failed to assert their independent socio-cultural identity. They are still slaves to the Marathas and the Brahmins in economic, socio-political and cultural terms. The OBCs have proved their political mettle for the first time in these elections. But the impact of political assertion doesn't last long. That is why the miracle worked by the OBCs has not drawn much attention and the poll results are being analyzed only in terms of money power, the Ladli Behan scheme and EVMs. Fadnavis, who described OBCs as part of his DNA during the run-up to the elections, hasn't uttered the word ‘OBC’ after the declaration of the results. Neither the parties in the BJP-led coalition that came to power because of OBCs attributed the miracle to the OBCs nor the defeated parties. Of course, we cannot expect the media to give such credit to OBCs, because the media is completely immersed in the gutter of Maratha-Brahminism.

It is being said that the BIP candidates won because the party distributed cash in a big way, if we accept this argument, were members of political clans The Congress's Thorat and Jayant Patil short of money? These Maratha Congress leaders have been in power for a long time and are sitting on mounds of cash Besides, they have a formidable network of cooperatives like sugar mills and the most powerful relatives and friends. Neither the BJP nor most of Its candidates can match them.

If the EVMs were tampered with, how was it that in the past opposition parties won elections conducted using the same machines? And if machines can pave the way to power why would anyone spend crores of rupees? if the Dallit, Muslim, OBC and Adivasi vote banks can be tapped by fiddling with the machines, where is the need to appoint members of these communities to top positions like Prime Mister and President? There is no way all the EVMs can be tampered with. Perhaps, this can be misused in some specific places3 and to a limited extent. It would be more realistic to conduct an election analysis only accepting the moderate conclusion that the machine could not manipulate more than 10% of the vote. As for Ladli Behan, it is not for the first time that populist schemes have been used by governments to influence the voters. But they could never create a political upheaval.

The elections that cause a political upheaval often come riding on waves. For instance, the anti-Emergency wave in 1977, the Hindutva wave that followed in the wake of communal riots in 1992, and the unseen OBC wave in 2014 that owed Its origin to the National Democratic Alliance (NDA) projecting an OBC as its prime ministerial candidate. Political upheavals are caused by such visible or invisible waves. To ensure that caste equations are not identified as responsible for birthing the wave, issues like cash distribution, EVM tampering and Ladli Behan are being foregrounded and discussions are confined to them.

Which wave could Fadnavis sense in 2019 that made him so confident of returning as the chief minister?

He was banking on Maratha voters because he had announced 16 per cent reservation for the Maratha community in 2018. But as Balasaheb Prakash Ambedkar has said in his interview that the ‘Marathas never vote for non-Maratha party or the non-Maratha candidate of the non-Maratha party.’

In the 50 years, no Maratha Chief Minister could give reservation to the Marathas, but Brahmin Chief Minister Fadnavis gives 16 per cent reservation to the Marathas in 2018. Despite the 16 percent reservation, the Marathas did not vote for the Brahmin’s BJP party in the 2019 assembly elections. Maratha caste voted to the Maratha parties like NCP and the Congress. By betraying Fadanvis the Marathas seized the Maratha parties in power. But OBCs are honest. They never betray the trust reposed in them. That's how these 2024 elections brought Fadnavis back to power with the OBCs ensuring a steamroller majority for the Bharatiya Janata Party (BJP)

Interestingly, Chhagan Bhujbal,4 who led the change, has been kept out of the council of ministers. No one has come out with an explanation for this, It is being said that he will be sent to the Rajya Sabha and inducted into the Union Government, Clearly neither Fadnavis nor Ajit Pawar can afford to antagonize this only undisputed leader of the OBCs. The price one has to pay for antagonizing the OBCs is evident from the fate of Sharad Pawar in the recent elections

To sum up, you can love unconditionally in personal or family relations, but it is injurious to you in case of social and political relations. A community suffering from fear and inferiority complex born of insecurity is not in a position to put its terms and conditions. Why do some specific communities vote for established parties like the BJP or the Cotigress? The Muslims want their lives to be protected: Dalits want reservations to be continued and OBCs want protection from aggression of so-called Kshatriya castes like Maratha, Jat. But they could never make these preconditions for their support before the elections. Realizing that these three communities will anyway support them unconditionally, the established parties continued to indulge in politics of fear by engineering riots and violence.

The Congress did manage to come to power with the backing of the Dalits and the Muslims, but there is nothing to show that it tried to stop communal riots or clear the reservation backlog. The OBCs backed the BJP as Hindus and also as OBCs but the BJP governments never tried to protect the OBC quota. And neither did it do anything to secure a respectable place for the OBCs in the Hindu religious hierarchy.

The Congress and the BJP and the parties that are part of their electoral conglomerations use catchwords to secure the support of Muslims, Dalits and OBCs and come to power. But the story that unfolds thereafter follows the standard script riots, violence and politics of fear to keep these communities in perpetual insecurity

Dalits, OBCs and Muslims want security and self-respect, which they will never get from the Maratha-Brahmin political parties because the very existence of the power-hungry castes hinges on keeping these communities under their thumb and ensuring that they always feel insecure. Unless they make these communities more and more Insecure by engineering caste and communal riots, they cannot hope to capture power again and again. The Tamil Nadu pattern is what these weaker and backward sections of society need to put a permanent stop to caste and communal riots. They don't have an alternative. The Dalits, OBCs and Muslims of Tamil Nadu have created a Tamil Nadu model under the leadership of Ramasamy Periyar. Barring exceptions, the state has not witnessed a single communal or caste riot over the past 60 years. All sections of the populace have been getting rights and facilities proportionate to their numbers.

OBCs, Dalits and Muslims cannot hope for freedom from insecurity till they forge a strong political alternative. And that would become possible only by adopting the Tamil Nadu model5 of politics.

Clarification of points and words in this article –

1) Jarange factor- By a man named ‘‘Jarange’’ who has been made Maratha reservation Movement completely horrible violent and unconstitutional. Therefore, this case is known as the "Jarange-factor".

Sharad Pawar misuses the Jarange factor and made the Maratha reservation movement completely violent, immoral and unconstitutional. Prior to the emergence of the Jarange factor, the Maratha reservation movement started in a semi-democratic and semi-constitutional way. Sharad Pawar tried to extinguish the fire.

In the 2024 Assembly elections, the Jarange factor openly campaigned for Sharad Pawar's Maratha casteist party and Maratha dominated Congress party. Jarange openly campaigned against the BJP, by sewing Fadnavis. He urged Dalits to vote for Sharad Pawar and Congress. Jarange also went to the constituencies of OBC leaders like Chhagan Bhujbal, Pankaja Munde, Dhananjay Munde, Jankar and others and urged the voters to defeat these OBC leaders. Seeing such casteist nonsense of Jarange as a challenge, the OBC voters United and cast their votes in alliance with the BJP. BJP won the most seats (132) due to OBC aggressive voting. Due to this Fadnvis became so powerful that he quickly removed Maratha Shinde from the post of Chief Minister and returned himself as the Chief Minister.

Sharad Pawar's party suffered a humiliating defeat in the assembly elections. This is a reprehensible defeat in the history of Maharashtra. Only 10 out of 100 candidates of Sharad Pawar were elected. This election proved that only the OBC community has the courage to bury violent and immoral politics in the soil.

2. Kunbi:- Kunbi is a farmer caste, which belongs to OBC category. The land-lord Maratha caste, which considers itself of a 96-clan (Kshatrya), considers the Kunbi caste to be Shudra and Heen caste, so there is no girl transaction through marriage between them. However, in the post-independence era, the Maratha landlord caste, a very minority caste, share the second-rate political power to Kunbis and made it a caste equation to grab the high-level political power for Maratha Caste. However, even after joining the Marathas in power, the Kunbi caste was considered inferior to the Shudras. After the Mandal Commission was implemented, So called 96 clans of the Maratha caste began to obtain false Kunbi certificates and spreading false narratives at the government level assuming that the Kunbi-Maratha are one and the same, in order to loot the reservation of the OBCs.

3. Misuse of EVM- EVMs can be misused in certain constituencies of a particular state. The misuse of EVMs in the state of Tamil Nadu is ‘zero’ because there is a state of OBC-Bahujans and Brahmanism is in a defeated and inferior state. EVMs are most commonly misused in North India as Brahminism is dominant and in power in those states.

4. Chhagan Bhujbal- Chhagan Bhujbal is the only leader at the national level who can create a political earthquake in Maharashtra and make Maharashtra's ‘Tamil Nadu’.

To sit on the shoulder is to give ministerial office. But since he is the powerful leader of the OBCs, it is necessary for the Maratha Brahmin leaders to show his place by crushing him under the feet for some time out of true fear that he can sit on the heads of the Maratha-Brahmins at any moment. To be trampled underfoot is to keep him humiliatingly out of the cabinet of ministers or to be in jail. To sit on the shoulder is to give a ministerial position of a small secondary status.

And for not to sit on the head of the Marathas-Brahmins, keep his wings pruning from time to time so that Maharashtra should not be Tamil Nadu.

5) Tamil Nadu Formula- The Tamil Nadu pattern or Tamil Nadu formula is not only the political rule of the OBC-Bahujan castes, but also uprooting of Brahmanical parties and organizations like the Congress, RSS-BJP from the state and the destruction of the Sanatan Brahmanical culture of Wamana, Rama, Ganapati, Saraswati and establishing the culture of the OBC-Bahujans like BaliRaja, Nirriti, Shambuk, Eklavya, etc.
