Read Philemon 1:8-11
"9 However, I would prefer to make an appeal on the basis of love. I, Paul, as an old man and now a prisoner of Christ Jesus,"
Observe
Apparently, making an appeal on the basis of love means pulling on heart strings. Paul points out that he is old and that he is a prisoner. Paul is the needy underdog on 2 counts and uses this to trigger Philemon's desire and practice of comforting God's people.
I guess what I am seeing is that this little letter is extremely cohesive. There is not a single sentence that does not directly contribute to the purpose of the letter.
