Read Hebrews 1:6
"6 When God was about to send his firstborn Son into the world, he said, 'All of God's angels must worship him.' "
Observe
There were no humans present when God told the angels to worship Jesus. This is not a quote from the Old Testament. This is a word of knowledge given by God to the author of this letter.
