Read Hebrews 3:7-11

   "7 As the Holy Spirit says, 'If you hear God speak today, don't be stubborn ' "

Observe 

   Some Bibles have a footnote referring to Psalm 95. While similar, this is not a quote from the Old Testament; this is what the Holy Spirit says. If we take the author literally, he heard the Holy Spirit say this.

   So, we should not say the author is quoting the Old Testament in this chapter. 

Do

   When reading the New Testament, watch carefully for indications of source; do not assume Old Testament.
