Federal law (5 U.S.C. 6103) establishes the public holidays listed in these pages for Federal employees. Please note that most Federal employees work on a Monday through Friday schedule. For these employees, when a holiday falls on a nonworkday -- Saturday or Sunday -- the holiday usually is observed on Monday (if the holiday falls on Sunday) or Friday (if the holiday falls on Saturday).

Inauguration Day, January 20, 2017, falls on a Friday. An employee who works in the District of Columbia, Montgomery or Prince George's Counties in Maryland, Arlington or Fairfax Counties in Virginia, or the cities of Alexandria or Fairfax in Virginia, and who is regularly scheduled to perform nonovertime work on Inauguration Day, is entitled to a holiday. This year, the Inauguration Day holiday falls on Monday, January 21, 2013, which is also the legal public holiday for the Birthday of Martin Luther King, Jr. (See 5 U.S.C. 6103(c).) For Federal employees who work in the District of Columbia, Montgomery or Prince George's Counties in Maryland, Arlington or Fairfax Counties in Virginia, or the cities of Alexandria or Fairfax in Virginia, Inauguration Day is observed concurrently with the Martin Luther King, Jr., holiday. Federal employees in these areas are not entitled to an in-lieu-of holiday for Inauguration Day.

The Federal Government recognizes 10 holidays. However, several things can affect when you observe your holidays such as your alternative work schedule (if you work one) and if you work full time or part-time. There are also special rules for state and local holidays for employees who work outside the Washington DC metropolitan area.

If you work in the Washington, DC, metropolitan area, you will have 1 additional holiday, Inauguration Day. This holiday falls on January 20th of every 4th year. If you are working in Washington on this day (even if you normally are assigned elsewhere), it will be a holiday. If you are on travel elsewhere, it will not.

Your office will be closed for unscheduled holidays only if the building where you work is closed, building services are unavailable, local transportation services are unavailable, or your primary duties involve interaction with people and organizations that will be observing the holiday.

Note: These schedules shall be used by all state agencies operating under the policies, rules, and regulations of the Office of State Human Resources. Institutions of higher education and agencies requiring a 24-hour operation may adopt varying holiday schedules in keeping with operational needs provided the employees are given the same number of holidays as approved by the State Human Resources Commission. Such special holiday schedules must be filed with the Office of State Human Resources.

It is recognized that some agencies may need to adopt an additional holiday schedule applicable to their employees working on assigned shifts to maintain a 24-hour operation; this schedule would designate as holidays the specific dates of the legal observances rather than substitute weekdays when the observance occurs on Saturday or Sunday. This would be in keeping with the purpose of the holiday premium pay policy. Click here to read the state's Holiday Policy.

We do not make County-provided recycling or trash collection on these County holidays with the following exception: If the actual holiday falls on the weekend , but the County observes the holiday on the Friday before or the Monday after the actual holiday, there is no change in the collection schedule .*

UNC employees who wish to work on these days must coordinate with and receive prior approval from their supervisor to do so. For those who receive approval to work, please note that campus services will in general be operating at normal holiday closure levels.

Permanent employees regularly scheduled to work at least 20 or more hours per week, and who are in pay status for at least one-half of the working days in a month, including holidays, are eligible to earn leave. Permanent full-time employees (40 hours per week) earn vacation and sick leave according to the chart below. Employees who work less than 40 hours per week earn leave on a pro-rated basis according to the number of scheduled work hours each week.

If the holiday falls on a Saturday or Sunday, trash will be collected on your normal collection day with no delays to your pickup.
If the holiday falls during the work week, collection for the remainder of the week will be postponed by one day. For example, if the 4th of July falls on a Monday, and your normal collection day is on Thursday, your pickup for that week will be on Friday.

You receive paid holiday time off when you're appointed to work at least 20 hours per week for at least 4.5 continuous months. If you're faculty, you must be appointed for at least 50% time for at least 4.5 continuous months. If you're appointed less than full-time, you'll be granted holiday leave based on the percentage of hours you're appointed.

If your position requires you to have student status as a condition of employment, you aren't eligible for paid holiday time off. For more information, please see the university's Handbook of Operating Procedures.

The holiday schedule is published each year. The state legislature determines the number of holidays that can be observed by all state agencies and institutions of higher education. The university observes the same number of holidays, a combination of national and state holidays, that are observed by state agencies. However, institutions of higher education are allowed to be flexible when establishing their own schedules. So while the number of holidays observed is always the same, the university may have a different schedule than state agencies.

The legislature stipulates that we can only observe holidays that fall on a weekday. If a holiday falls on a Saturday or a Sunday, we can't observe it on a different day such as the previous Friday or the following Monday.

According to the Texas Government Code, the university must provide minimum services on skeleton crew days. This does not apply to a holiday that falls on a Saturday, Sunday, the Friday after Thanksgiving Day, or the 24th or 26th of December.

If you're part of an on-site skeleton crew, you'll be granted compensatory time in addition to the holiday. In this situation, worked time is recorded on your Time Entry Calendar in addition to the holiday time.

**The State of Qatar issued an Emiri decree that the 2nd Tuesday of February each year would be a required holiday. This holiday, Qatar National Sports Day, is to promote sports and physical activity.

If a holiday falls on a Saturday, it is observed the preceding Friday. If it falls on a Sunday, it is observed the following Monday. (This day change does not apply to medical center classified employees who work schedules that normally include holidays as part of 24 hours a day, seven days a week staffing or work in a clinic that is open on weekends.)

The below holiday dates apply only to employees working at UCOP locations. The holiday schedule for your location may be different. Please check the websites or your local HR departments for applicable calendars.

The 2023 Holiday Schedule is issued under the provisions of Chapter 11 of the State of Maine Civil Service Rules and the Benefit Package for Confidential Employees. This list applies to employees NOT covered by collective bargaining. To be eligible for holiday pay, employee must be in pay status on the normal workday immediately preceding and the normal workday immediately following the day and date on which the holiday is observed.

An employee who is required to work on any of these days will be granted compensatory time off at the mutual convenience of the employer and employee. If the holiday falls on a normal day off, an alternative compensatory day will be granted. Cash payments shall be made only in the instance of departmental policy established in conformance with Chapter 11, Section 1, of State of Maine Civil Service Rules.
