Updates to several english source files

Hi everyone, I wanted to let you know that I've just made a couple of commits to the English version of the User Guide that you might want to be aware of:

In https://www.drupal.org/project/user_guide/issues/3082471 we updated install-dev-making.txt to include information about how to exclude the cache_* tables when creating a database backup.

And in https://www.drupal.org/project/user_guide/issues/3007782 we removed/added some links in install-dev-making.txt and install-requirements.txt.

Suggested actions to respond to this change in each language would be either:
a) If the file hasn't been translated yet, copy the English source file to your language directory and commit it.
b) If the file has already been translated, open a new issue to revise the translation.
