Half-filled bars - how to make them?

Hi,
I'm trying to find information how to make "half-filled" bars - bar border is visible and has a height set to the max value and if data value is less than max than only part of a bar is filled with color (rest of bar is empty), but I can't find any example with such thing. How to make them?
