I received your name from Council Member Finney and Ms. Bialas as the person to reach out to regarding our potential project. My name is Betsy Lueth, and I am the Executive Director/Principal of Twin Cities Academy & Twin Cities Academy High School.
 
Twin Cities Academy Middle School and Twin Cities Academy High School are charter schools that currently occupy the old Sacred Heart School building, at 835 E. 5th Street, in the heart of the Dayton's Bluff neighborhood. (Prior to that, the school was located in the West 7th neighborhood of Saint Paul.) TCA Middle School was established in 1999, and TCA High School was established in 2005.  

TCA/TCAHS have entered into a purchase agreement for the former Cemstone site, on East Minnehaha Avenue and Hazelwood Street.  We're in the process of environmental testing of the land.  If all things are a "go" after the various phases of that testing, the school board has given authorization to move ahead with all other processes related to the move.

I would very much like to have an opportunity to speak with you about our schools and about our potential project. If we are able to move this project forward, we would very much hope to partner with the neighborhood in a variety of ways. 

I would love the opportunity to meet with you at your convenience in the next few weeks.  I can be available any time that would work for you.

I don't see how we can support this.  They are proposing to take a major East Side opportunity site and put an institutional use there.  This will remove this property from the tax rolls and force property taxes up even higher.  This site needs to be put into a commercial use.  What's even more frustration is that our wonderful zoning code lists a school as a permitted use in an I1 district and so this would not result in that property being rezoned.

We can only hope that the remediation is so burdensome that this deal will fall through.
