Added a link from the no-longer-supported archive of Cytoscape 2 plugins:

https://github.com/cytoscape/cy2_plugin_archive/tree/master/NetCirChro_1.0

This plugin has not been updated since 2009 and will not work beyond Cytoscape 2.6.3 (maybe 2.8.3).
